Technical Session & Membership Meeting – Bill Chamberlin

Topic – Fueling Our Future Transportation Needs. Conventional transportation fuels are becoming increasingly strained motivating an aggressive search for alternatives, especially alternatives which can be domestically sourced. Our society has diverse energy choices. Biomass, coal, natural gas, and solar or wind energy are among the resources which can be used to synthesize fuels including hydrogen, alcohols, and conventional type fuels. The emergence of electrics and plug-in hybrids adds a new dimension to consider in fueling transportation. While availability and cost are critical; safety, environmental impact, storage properties, infrastructure, and national security must be considered. The talk will review past failed efforts to change our fuel sources and assess options for our future.

Bill Chamberlin spent 34 years in R&D at The Lubrizol Corporation involved in advanced crankcase lubricant applications. He retired in 2004. Advanced lubricant applications that Bill has worked on include: rotary engines, direct injection two-strokes, and alternatively fueled engines. In 2003 he was recognized as the Outstanding Chemist of the Year by the Northeast Ohio American Chemical Society Section. Bill was elected a Society of Automotive Engineers (SAE) Fellow in 1995. Bill has also been active in the SAE including; Chair of the SAE Emerging Technology Committee, Chair of the Cleveland Section, and member of the SAE Sections Board. He holds 15 patents and has authored or co-authored 19 papers. He holds BA (1966) and MS (1970) degrees in chemistry from Miami University (Ohio).

Technical Session & Membership Meeting - Bob Doering

Topic - CorrectSPC: the correct use of SPC in precision machining. This presentation is very controversial, as it destroys the myth of the normal curve in precision machining! I go into the correct distribution, and the proper setup of control charts that allow absolute control of the process! I go into how Cpk's cannot be calculated for precision diameters and lengths - because the distribution is non-normal (see AIAG PPAP 4th edition 2.2.11.5, NOTE), and how compression control limits increases variation, and is not continuous improvement! It sounds like blasphemy, but it is all true - and once you see the facts, it is impossible to argue!

Technical Session & Membership Meeting – Dilip Shah

Topic -  Evaluating and Selecting a Calibration Supplier (part 2 of 2). If an organization is registered to ISO 9001 (or similar specific standards) or accredited to ISO 17025 standard, it needs to ensure that the Inspection, Measurement and Test Equipment (IMTE) it sends out for calibration has measurement (metrological) traceability. In addition, the organization needs to evaluate its calibration supplier.

Part 1 of this presentation will help the audience evaluate, identify and select an ISO 17025 accredited calibration supplier.
Part 2 of this presentation will help the audience evaluate, identify and select a calibration supplier who is not accredited but still meets the customer's requirement for metrological traceability.

Dilip Shah is a coveted trainer and speaker within the Metrology and Quality community circles for many years. Having over 35 years of experience in many disciplines, he is a consultant for a variety of organizations. He has given sessions on, taught, and consulted on Measurement Uncertainties and meeting laboratory accreditation requirements all over the USA and abroad. He has written a multitude of papers, held both conference tutorials and sessions, and participated in countless NCSLI and ASQ region & section meetings as a guest speaker covering subjects including the CCT Primer & Exam Refresher, Measurement Uncertainty, Measurement Systems Analysis (MSA), Statistical Process Control (SPC), Risk Analysis Measurement, and Quality. He is a member of the following organizations: IEEE, NCSLI, MSC and ASQ. He is a member of the Board of Directors of A2LA and Board Secretary, a senior member of the American Society for Quality and has served as the Chair of the Measurement Quality Division and Akron-Canton ASQ Section 810. He was a driving force in the ASQ Certified Calibration Technician program and led multiple CCT exams, workshops for writing and reviewing the exams, and the cut-score workshop. 
He is a co-author of the Metrology Handbook and is one of the volunteers for the 2011 update. Dilip is a frequent contributor to the ASQ Quality Progress magazine’s Measure for Measure column. He has contributed to the 2010 re-write of the CCT Primer by the Quality Council of Indiana. He is a voting member of the Joe D. Simmons scholarship Board
He was a chair of the NCSLI 164.1 committee as the Learning & Development Marketing Liaison and was a committee member for both phase one and two of the ASQ-MQD/MSC/NCSLI multimedia DVD initiative.
He also participates with the NCSLI Learning & Development Group in their collaboration efforts and presence with the American Society of Engineering Education Conference.
He has previously been recognized for his outstanding contributions in several organizations by being awarded the:
• MSC’s “2003 Algie Lance” award for the best paper on “Gage R&R vs. ANOVA”
• ASQ Measurement Quality Division’s “2005 Max J. Unis” award -recognizing outstanding contributions to the Metrological community.
• And the MSC’s “2010 Andrew J Woodington” award, the Measurement Science Conference’s highest award for his overall contributions to the field of Metrology.
• NCSLI’s “2011 Education and Training” award.
